The China Association for Employment Promotion (CAEP for short) was founded in March 2005.

The founding of CAEP well suited the demand of employment and reemployment under the new situation. The current members include representatives from all social sectors related to employment work including government departments, experts and scholars, corporate units, service agencies, public organizations, local communities and excellent individuals in reemployment. CAEP has invited senior leaders including the former vice chairmen of the Standing Committee of the Tenth National People’s Congress: He Luli, Cheng Siwei and Jiang Zhenghua, and former vice chairmen of the Ninth Chinese People's Consultative Conference including Song Jian and Chen Jinhua and vice chairman of the Tenth Chinese People’s Consultative Conference Huang Mengfu as honorary chairmen of CAEP, ministers of the Social Security Ministry directly participated or gave leadership to national employment work: Zheng Silin, Zhang Zuoji, Li Boyong and Ruan Chongwu as norminal chairmen of CAEP. Ministerial leaders from member units of the Inter-Ministry Joint Conference for Reemployment Work are invited as advisors to CAEP and renowned experts and scholars with theoretical accomplishments in the field of employment as expert consultants for CAEP.

The aim of CAEP is to offer services for economic development, promotion of labor employment, reform of Chinese labor employment system, establishment of market mechanism for employment with Chinese characteristics and the development of employment cause under the guidance of Marxism and Leninism, Mao Zedong Thought, Deng Xiaoping Theory and the important thought of Three Represents and within norms of the laws and regulations of the People’s Republic of China.CAEP will adhere to the principle of human sources as an essential factor, comprehensively carry out the scientific concept of development, implementing the national guidelines and policies on employment, observe the social moralities and keep pace with the times and making pioneering efforts.

The CAEPs performs the roles and undertakes responsibilities of cooperating with government departments, solidifying and gathering forces from various social sectors, and organizing down-to-earth activities in diverse forms. Its business scope mainly covers the following areas:
1) Cooperation in promoting the formulation of employment laws and establishment of perpetual mechanism on employment, and organization of activities on theoretical study, policy study and practical research and discussion on urban and rural employment;
2) Cooperation in improvement of the employment service system and enhancement of service quality, cooperation in establishing industrial norm? of conduct, quality standards and credit systems and arrangement of training activities for community workers;
3) Organization of credit rating, promotion of the credit-building in employment service, and setup of industry-specific images;
4) Arrangement of exchange on labor supply and demand information and match between migration places to meet the orderly trans-regional flows of labor forces;
5) Introduction of textbooks and training cources for teachers in cooperation in respect to employment, particularly business launching ;
6) Exchange of information on new experiences and practices and demonstration on achievements in employment and policy innovations in different places;
7) Guidance on and promotion of the organizational building for associations of employment promotion at various levels, and exploration for new modes and mechanisms under the market economic conditions.

Employment is the basis of people’s livelihood as well as the policy for pacifying a country. CAEP will act as a platform that can unify forces of various social sectors and call for universal concern, support and participation in employment work by organizing all its members and playing the bridging and liaison roles in accordance with its Articles of Association and the features of association work, and furthermore make its due contribution by providing better services on the employment and reemployment work in China under the administration and guidance of government departments.
